Gutter outlets are used to connect the gutter to the downspout. A whole is drilled in the bottom of the gutter, the outlet is then inserted into the whole and crimped to the downspout.

These outlets are for use with flat bottomed gutters including K Style and Box Gutters. 2 3/4 size is typically used with a 5 inch gutters and 2x3 rectangular or 3" round downspouts.
